Please join ISOA for our first conference focused on security and stability in the Americas. Expert keynotes and panelists will delve into the role of the private sector in supporting critical U.S. national security priorities related to the Southern border, along with Central and South America. Attendees will receive updates from SOUTHCOM, Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) (invited), U.S. Army Corps of Engineers (USACE), the U.S. Coast Guard, and other U.S. Government representatives, along with industry partners.

Howard Lind serves as the President and Executive Director of the International Stability Operations Association that represents private sector companies and non-governmental organizations that work in fragile states around the world. Previously, Mr. Lind served as a Washington DC representative for the Fluor Government Group regarding work in the Middle East and central Asia. Prior to joining Fluor, Mr. Lind served in the Departments of Defense and State in the offices of Iraq and Afghanistan reconstruction from 2003 to 2007. He began at the Pentagon in support of Iraq and Afghanistan, then in the State Department's Iraq Reconstruction Management Office. Following that assignment, Mr. Lind served again in the Pentagon in the office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA-ALT) as Deputy Director for the Iraq Project and Contracting Office. Mr. Lind began his professional career as a US Naval Officer. After a 20-year career, he retired at the rank of Commander having served aboard five Navy ships of the line and at Navy headquarters staffs. Mr. Lind received a Bachelor of Science degree from Virginia Tech and a Master of Science degree from the Naval Postgraduate School.

Crystal Canet, PMP is Principal, Clear Consulting International, and currently serves as a member of the ISOA Board of Directors. CCI is a WOSB which provides management consultancy services in the design, installation, testing, operation, and maintenance support of communications, cybersecurity, and IT systems. Crystal has served on the International Stability Operations Association (ISOA) small business committee for the last three years and is a champion of small business by being a passionate facilitator of small to mid-sized firms in creating opportunities to connect in the federal market space. Jennifer Kennedy-Ness is the Founder and President of Kennedy Solutions Group (KSG), a strategic advisory and government contracting firm that specializes in supporting mission-critical operations across the public sector. With over two decades of experience spanning criminal justice, compliance, defense sales, and sustainability-focused operations, Jennifer brings a unique blend of frontline insight and high-level strategy to her work with government and industry partners. Before launching KSG in 2020, Jennifer served as Government Account Executive at Honeywell, where she drove smart infrastructure and security solutions for federal agencies. She previously held the role of Executive Vice President of Government Sales at AFP, leading national business development and procurement strategies for defense and homeland security clients. Earlier in her career, she managed complex regional accounts at G4S Compliance & Investigations and Alcohol Monitoring Systems, with a focus on law enforcement, monitoring technologies, and risk mitigation. Jennifer began her professional journey in public service as Chief Deputy Probation Officer at Berea Municipal Court in Ohio, bringing a hands-on understanding of justice systems and community safety. She later transitioned into executive leadership at Alternative Horizon Counseling, overseeing behavioral health and compliance operations. Jennifer is a committed advocate for national security innovation and sustainable government solutions. Chris Decker, President and Founder of Planate Management Group, also serves on the ISOA Board as Vice Chairman. Mr. Decker has over 30 years of military and civilian installation management experience while in uniform, as a senior government civilian, and as a contractor. Since 2007, he has led a diverse team of technical experts experienced in working in some of the most complex and difficult environments worldwide. He and his team of experts provide planning, design, construction, and professional services solutions for clients across the globe. Mr Decker's experience in facilities management and acquisition while serving as a US Navy Civil Engineer Corps Officer/SEABEE culminated in becoming the US Navy's first Public Safety Director and principal resourcing sponsor for a $9 billion program installation for combating terrorism following September 11, 2001. Mr Decker has spent a considerable amount of time in Central Asia, North Africa, Southwest Asia, and Eastern Europe working closely through synergistic relationships with businesses and institutions performing engineering, construction, logistics, security, and related services. Karl is an accomplished senior executive and board member with demonstrated success leading global organizations. Karl leads AECOM’s National Governments business line, supporting governments around the world with solutions for some of their most complex infrastructure challenges in water, environment, transportation, buildings, energy, and disaster resilience. The disaster resilience team is dedicated to responding to natural and human-caused disasters, restoring affected communities, and developing mitigation and resilience solutions to protect against future events. Karl oversees a wide range of activities, from business development to operational delivery of federal projects and programs. Prior to joining AECOM, Karl held leadership positions in engineering and construction, defense, and aerospace, including CH2M/ Jacobs, Raytheon, CACI, and as a Naval Officer in the U.S. Navy. He was part of the Navy Space Cadre, a designated Acquisition Professional, and led procurements within the Intelligence Community. Karl was a Naval Aviator with more than 40 combat flights in Iraq and Somalia. Karl holds a BS in Aerospace Engineering from the U.S. Naval Academy, an MS in Astronautical Engineering, and an Aerospace Engineers’ Degree from the Naval Postgraduate School. He also completed the Advanced Program Managers Course at the Defense Services Management College.

Rear Admiral Mark A. Schafer, a native of New Hartford, New York, graduated in 1994 from the United States Naval Academy and was commissioned into the Navy. He graduated from the Naval Postgraduate School in 2009 with a Master of Business Administration. As a naval special warfare officer, he has led Navy and joint special operations teams globally. As a junior officer, he served with SEAL Team TWO, SEAL Team FOUR and Naval Special Warfare Development Group. During these tours, he deployed to Eastern Europe, South America, the Middle East and South Asia. He served as the commanding officer of Naval Special Warfare Tactical Development and Evaluation Squadron THREE, Naval Special Warfare’s Basic Training Command and as the commodore of Naval Special Warfare Group TWO. His staff assignments include three tours at the Joint Special Operations Command as an operations planner, an interagency task force director and the director of operations. Schafer’s first flag officer assignment was as the commander of U.S. Naval Forces Korea. Prior to his current assignment, he most recently served as commander, Special Operations Joint Task Force Central He assumed command of Special Operations Command - South in June 2024.

Born and raised in Miami, Ralph Rosado, PhD, AICP, was recently elected City of Miami Commissioner for District 4 representing Shenandoah, Silver Bluff, Golden Pines, Coral Gate, and Flagami. Prior to that, Commissioner Rosado served as the City Manager of North Bay Village, one of the fastest growing cities in Florida. During his tenure, the city was awarded 'Best Master Plan of the Year' for the State of Florida, and he oversaw the approval of billions of dollars in private capital investment and voter approval of one of the largest infrastructure bond referendums (on a per-capita basis) in Miami-Dade history, by a margin of nearly 2:1.

Roxanne M. Kaufman serves as the Senior Vice President of the International Stability Operations Association (ISOA), where she oversees operations, functionality of the Association’s various committees and chapters, and event programming and execution. Since joining the ISOA leadership team in June 2022, as Vice President for Operations, Ms. Kaufman brought over 17 years of expertise in public affairs, government relations advocacy, and trade association management to the organization. Her work within ISOA underscores a commitment to advancing global stability and fostering collaboration among stakeholders in the international stability operations sector. Her tenure with the Marine Corps Aviation Association showcases her multifaceted impact. As Director of Operations and Senior Editor, she managed key organizational initiatives and editorial responsibilities. She authored the seminal work “The 100 Years of Marine Corps Aviation History”, published in 2012, which was included on the Commandant’s Reading List in 2013, underscoring its historical and academic significance. From 2011 to 2022, she served as the editor and publisher of “The Yellow Sheet”, a professional publication focused on Marine Corps aviation, emerging technologies, and its role in national security. Ms. Kaufman continues to influence the field as a freelance writer, contributing to discussions on Marine aviation and appearing in media, including on the History Channel in 2023. From 2008 to 2011, Ms. Kaufman provided pivotal support to the Electromagnetic Railgun Program at the Office of Naval Research, aiding advancements in cutting-edge naval weaponry systems. While at Kratos Defense & Security Solutions, she further demonstrated her expertise by supporting proposal development efforts at Dahlgren Naval Base, Virginia, emphasizing her skill in defense technology and procurement strategies. Ms. Kaufman earned her undergraduate degree from The University of Mary Washington in Fredericksburg, Virginia, and is currently pursuing an MBA. He is a recognized expert leading diverse, multi-functional teams during institutional, deliberate, and crisis planning, operations, and exercises. As SOSi’s Senior Vice President of Civil Solutions, OB leads an international team providing high-value, human-centric, tech-enabled solutions in support of humanitarian operations, disaster response, and emergency management. His unit’s services include case management and administrative support, data integration, healthcare, contact center operations, and language services delivered to state and federal partners, including the Departments of Justice, Health and Human Services, and Homeland Security. OB served in the U.S. Army for over 25 years and is a decorated combat leader and tactical ground unit commander. Born in the twin island Republic of Trinidad and Tobago, Mr. Greene (Trini) is a graduate of the Department of Defense (DOD) Senior Leadership Development Program (DSLDP) cohort 2017, National Defense University, Dwight D. Eisenhower School; Senior Service College (SSC) for National Security and Resource Strategy and Harvard Senior Executive Fellows. Mr. Greene now serves as the Acting Director J7/9 Directorate, Exercises & Coalitions Affairs. His portfolio includes management of $65M budget comprising of Humanitarian Assistance, Exercises, Civil Affairs and Interagency activities in support of SOUTHCOM Campaign Plan. Trini joined federal service in 2002 as a GS-5 intern after serving as a Non-Commissioned Officer in the United States Army. As a civilian he served in several leadership positions in Europe. In Europe he was selected for OSD Senior Enterprise Talent Management (SETM), where he led a team to the Africa continent to implement the Western African Logistics Network Special Operations Command Africa and the African Union.

Vice President, Strategic Outreach, Fluor Mission Solutions
LTG Mick Bednarek (U.S. Army, Retired) is the Vice President of Strategic Outreach for Fluor Mission Solutions and also serves as the Chairman of the ISOA Board. As such, he directs the Group's DEFENSE business line providing scalable, rapid response contingency logistics, life support services, and construction for military, humanitarian, and disaster-response missions worldwide. Presently, he directs projects in fifteen countries under various U.S. Government contracts, including the Logistics Civil Augmentation Program (LOGCAP), Air Force Contract Augmentation Program (AFCAP), Professional Technical Services, and Operations & Maintenance (O&M) requirements. Mick joined Fluor Corporation in September 2017 as the Mission Solutions Director of LOGCAP Afghanistan until selected for his current position in November 2018. In that role, he led Fluor's LOGCAP team of over 6,500 personnel providing logistics, life support services, and operations & maintenance support to U.S. military forces operating at eleven sites throughout northern Afghanistan. LTG Bednarek retired from the U.S. Army in 2015 after nearly 40 years of military service. For his last military assignment, he served 26 months as the Senior Defense Official in Iraq and Chief of the Office of Security Cooperation in Baghdad. Mick has served in a wide variety of senior command and staff positions in the United States, Middle East, Europe, and the Pacific. He has commanded at every echelon, from company to Army level, including the 25th Infantry Division, Schofield Barracks Hawaii, and Commanding General, First Army, Rock Island, Illinois. His military education includes the U.S. Army Command and General Staff College, U.S. Army War College, and multiple senior level executive development courses in strategic planning, personnel management, and organizational design. Prior to joining Fluor, Mick consulted in strategic leadership development and values-based business performance solutions for several corporate businesses and not for profit organizations ranging from foreign policy think tanks to defense contracting. He also served as a Highly-Qualified Expert – Senior Mentor for the Department of Defense Joint Staff strategic leader advanced education programs. Mr. Bednarek holds a M.S. in Personnel Management from Troy State University and a B.S. in Biology from Old Dominion University.

Captain Aaron Delano-Johnson is the U.S. Coast Guard Liaison Officer to U.S. Southern Command (SOUTHCOM). He is a Cutterman and International Affairs Officer having served in five embassy assignments and aboard five Coast Guard cutters in the Pacific and Atlantic Oceans, including command of USCGC DECISIVE (WMEC 623) and CGC CHANDELEUR (WPB 1319). With a focus area of the Western Hemisphere, he has served two tours at U.S. Embassy Bogota, Colombia as well as U.S. Embassy Port-au-Prince, Haiti, U.S. Embassy Santo Domingo, Dominican Republic, and started his international career at U.S. Embassy Tbilisi, Republic of Georgia coordinating joint operations while strengthening maritime security and governance. A member of the Executive Board of the Foreign Area Officer Association (FAOA), he advocates for the Foreign Area Officer community and works to cultivate the professionalism of the FAO career field by serving as Co-Director of the peer reviewed FAOA Journal of International Affairs. His international affairs studies have included degrees or fellowships with the U.S. Coast Guard Academy, Duquesne University, Fletcher School of Law and Diplomacy, Massachusetts Institute of Technology Seminar XXI, Center for Strategic and International Studies, Naval Postgraduate School Center for Homeland Defense & Security, and Universidad Externado de Colombia.

David Gragan is the Chief Strategy Officer, State and Local Government for Pope International. He has a rich background in executive leadership positions in the government, business, and non-profit sectors. As the senior procurement official in state, local, and federal government agencies, he served as procurement director for the City of Washington DC, the states of Texas and Indiana, and the federal Consumer Financial Protection Bureau. David has also worked in the private sector as a senior leader for Oracle, CGI, and Accenture supporting state and local governments on procurement transformation and modernization. He has served on numerous governing boards and chaired the boards of the National Association of State Procurement Officials (NASPO) and the Universal Public Procurement Certification Council. David is a Fellow of the National Academy of Public Administration as well as of the National Contract Management Association. He is a graduate of the University of Southern California and of the United States Air Force Academy and served as an officer in the United States Marine Corps.

Colonel Charles L. Decker is the inaugural commander of the U.S. Army Corps of Engineers Caribbean District, which was established in 2024. LTC Alberto Baez arrived in 15 August 2024 and currently serves as the Deputy Commander for Latin America, Mobile District, US Army Corps of Engineers. The district encompasses over 1,250 personnel and delivers a program in excess of $2 billion across the full portfolio of USACE capabilities. LTC Baez, originally from Mercedes, Argentina enlisted in the US Marine Corps in 1994 as an Infantryman, where he deployed with the 11th and 13th Marine Expeditionary Units (MEUs). Following a 4-year break in service, he enlisted in the US Army as a General Construction Equipment Operator in May 2002, assigned to the 528th Quartermaster Company, Joint Base Lewis-McChord, WA. In April 2003, he deployed to Operation Iraqi Freedom. LTC Baez commissioned as an Engineer Officer in 2006 from Officer Candidate School, Fort Moore, GA and was assigned to the 19th Engineer Battalion, Fort Knox, KY. From 2006 to 2010, he served as the Battalion Rear Detachment Executive Officer, and Executive Officer, 15th Engineer Company. In June 2010, he served as the Validation Transition Team Executive Officer, 162nd Infantry Brigade, Kabul, Afghanistan in support of Operation Enduring Freedom. He then attended the Engineer Captain’s Career Course, Fort Leonard Wood, MO and was then assigned to the 4th Engineer Battalion, Fort Carson, CO. In March 2013, he commanded Headquarters Company, 4th Engineer Battalion, supporting a deployment to Operation Enduring Freedom. Upon re-deployment, he was then assigned to the Honolulu District, serving as a Deputy Area Engineer. Following graduation of the Command and General Staff College in June 2017, LTC Baez was assigned as the Chief of Current Operations and Engineer Operations for Joint Task Force Bravo (JTF-B), Soto Canto Air Base, Honduras. In June 2018, he was assigned as the Executive Officer, 65th Engineer Battalion, Fort Shafter, HI. In June 2020, LTC Baez served as the Area Commander – Honduras, US Army Corps of Engineers Mobile District. After Honduras, he was assigned as the Deputy Commander, Honolulu District, from 2021 to 2023. He most recently served as the Combat Readiness Evaluations Section Chief, NATO LANDCOM, Izmir, Turkey. Dr. Jose O. K. Angeles (A.K.A. “Dr. A”) reported to U. S. Southern Command in February 2023 and currently serves and the Command Chief Data Officer (CDO). As the CDO, he is responsible for USSOUTHCOM's enterprise data governance strategy leading the development and implementation of standards, policies, and procedures that will transform how data is used and managed across USSOUTHCOM and its Joint Task Forces. This initiative is designed to empower staff to leverage emerging technologies – including automation, data analytics, machine learning, and artificial intelligence – to drive innovation, improve situational awareness, and enable data-driven decision-making at all echelons. Dr. Angeles has been involved with USSOUTHCOM since 1990. He recently returned to USSOUTHCOM HQ from Joint Interagency Task Force South where he was the J6 Director/Chief Information Officer from August 2021 to February 2023. Prior to that, he was the Director of Staff at AFRICOM J6 from Nov 2019 to July 2021 and the Deputy J6 at Special Operations Command Africa from November 2016 to October 2019. Dr. Angeles’ involvement in DoD started in 1982 when he joined the active-duty U.S. Air Force as a developmental engineer. He was on active duty for 11 years working on major or high interest DoD programs such as Global Position System (GPS), Joint Surveillance Target Attack Radar System (JSTARS), and USSOUTHCOM’s Hemispheric Counterdrug Surveillance Systems. From 1993 to 2015, Dr. Angeles supported USSOUTHCOM in integration of Partner Nation command centers, initial deployment of multinational information sharing systems, modernization of headquarters information technology, and development of USSOUTHCOM mission specific internal use applications supporting J1, J2, J3, J6, and the Command Group. Simultaneously from 1993 to 2010, he was an Air Force reservist first assigned to USSOUTHCOM until 2000, followed by the U.S. Army’s Communications Electronics Command from 2001 to 2004, U.S. Joint Forces Command from 2004 to 2008, and culminating in his last reserve assignment from 2009 to 2010 as the Mission Support Group Executive Officer, 514th Air Mobility Wing, McGuire AFB, NJ. Brian also serves as a Cybersecurity Policy Fellow and International Security Fellow at the D.C.-based think tank New America. His analysis has been featured in local, national, and international media and he serves as the on-air political analyst for South Florida’s WSVN-Fox News. Brian has testified before the U.S. Congress in 2019 and 2021. His recent publications include two edited volumes titled Culture and National Security in the Americas (Lexington Books, 2017) with Eduardo A. He promoted to a Deportation Officer (DO) in 2002, and after the formation of the Department of Homeland Security and ICE in March 2003, rose through the ranks of ERO with promotions to Supervisory Detention and Deportation Officer (SDDO) in 2008, Assistant Field Office Director (AFOD) in 2016, Deputy Field Office Director (DFOD) in 2019, and now a Senior Executive Service Member and Field Office Director. Mr. Ripa’s career highlights include various accolades and recognition from ICE Attaché Offices, to working on one of the nation's top performing Fugitive Operations teams and distinguishing himself overseeing the nationally recognized Basic Ordering Agreement (BOA) and the Warrant Service Officer (WSO) programs with ERO Headquarters. As AFOD, Mr. Ripa served as the Union Liaison for the Miami Field Office and represented management on union relations and negotiations.

Jeffrey Dinise

Chief Patrol Agent, United States Border Patrol, Miami Sector
In October 2024, Jeffrey J. Dinise was selected for the Senior Executive Service position of Chief Patrol Agent for the Miami Sector. In this capacity, Chief Dinise is responsible for border security operations between the ports of entry for approximately 187,000 square miles and is responsible for 1,279 miles of coastal border along the Atlantic and Gulf shores of Florida. 
 
In October 2023, Chief Dinise was initially appointed to the Senior Executive Service as the Deputy Chief of Law Enforcement Operations at U.S. Border Patrol Headquarters where he supported border security operations for the 20 U.S. Border Patrol sectors across the nation. 
 
Chief Dinise has held leadership positions at USBP Headquarters, and in Coastal, Northern, and Southern Border sectors. He previously served as Acting Chief Patrol Agent in the Havre, Montana and Detroit, Michigan Sectors in 2023; Deputy Chief Patrol Agent in Spokane, Washington Sector in 2022, Associate Chief at USBP Headquarters in Washington, D.C. in 2017; Patrol Agent in Charge in El Paso, Texas in 2019 and New Orleans, Louisiana in 2015; Executive Officer in Del Rio Sector in 2013; Assistant Chief at USBP Headquarters in Washington, D.C. in 2011; a second-line and first- line supervisor in San Diego Sector in 2009 leading an plainclothes investigative unit known as the Smuggling Interdiction Group; and a Supervisory Border Patrol Agent in Campo, CA in 2007. Chief Dinise began his career with the U.S. Border Patrol in December 2002 as a member of USBP Academy Class 535 and was initially assigned to the Campo Station in San Diego Sector. 
 
Throughout his career, Chief Dinise has accomplished many objectives to include developing a new Border Patrol career path; forming a multi-jurisdictional smuggling task force in Houston, TX and New Orleans, LA; establishing a consolidated National Off-Road Vehicle Program; implementing a national employee recognition program; and forging partnerships with District Attorneys in Southern California to prosecute criminals who assaulted agents. 
 
Chief Dinise is a graduate of the Naval Postgraduate School, Center for Homeland Security and Defense Executive Leadership Program, the CBP Leadership Institute, and earned a bachelor’s degree in criminal justice from The American Military University. He is a 2022 recipient of the Department of Homeland Security Secretary’s Award for Team Excellence, the U.S. Border Patrol Chiefs Commendation Award in 2019, and the Customs and Border Protection Commissioner’s Special Recognition Award in 2013.

From January 2008 to February 2021, he was the Senior Vice President for Government Affairs, Communications and Afghanistan Operations at DynCorp International. From March 2005 to December 2007, he was Deputy Assistant Secretary of State for Pakistan, Afghanistan and Bangladesh and the U.S. Interagency Coordinator for Afghanistan. From June 2004 to March 2005 he was the Director for House Affairs at the Bureau of Legislative Affairs at the U.S. Department of State, and from March 2003 to June 2004 he served as Special Assistant to Deputy Secretary of State Richard Armitage. Prior to service at the State Department, Mr. Gastright served as a congressional staffer in the United States House of Representatives and the United States Senate from 1995 to 2003. From 1988 to 1994, he was an officer in the United States Navy and from 1987 to 1988 he served as a City of Charleston South Carolina Police Officer. He has been awarded Master’s Degrees from the Catholic University of America, the Naval War College and a Bachelor’s Degree from the Citadel. John Gastright and his wife Kendra have three children. They reside on a family farm in Croom, Maryland.

This panel will examine comprehensive strategies for sustainably reintegrating migrants expelled from the United States back into their home countries, focusing particularly on Guatemala. Panelists will explore integrated approaches that combine economic opportunities, social integration, mental health support, and community development to reduce incentives for re-migration. The session will also address the critical role of security and anti-cartel efforts, highlighting how strengthening rule-of-law institutions, combating organized crime, and disrupting illicit networks contribute significantly to creating stable and secure environments conducive to successful reintegration. Emphasis will be placed on evidence-based interventions, public-private partnerships, interagency cooperation, and leveraging emerging technologies to support both security and community resilience.

Paul Teeple serves as Chief of Party of the U.S. government-financed urban migration recidivism and economic growth project in Guatemala, implemented by URC. He has more than 35 years’ experience in Latin America, focusing primarily on youth migration prevention, workforce development, and violence prevention. He has led U.S. government-funded violence and migration prevention programs in Jamaica and Honduras. Teeple was the founding director of the award-winning A Ganar program, a youth workforce-development program using sport. Under his leadership, A Ganar grew from 3 to 19 counties, offering comprehensive employment training to over 15,000 at-risk youth in Latin America and the Caribbean. He has developed successful partnerships with governmental agencies, multi-lateral institutions, the private sector, and community groups. Teeple served as a Peace Corps Volunteer in Guatemala during the 1980s, later holding held Peace Corps leadership positions in Washington, DC, Honduras, and Nicaragua. A native of Tennessee, Teeple graduated from the University of Tennessee. He is fluent in Spanish and Portuguese.
