Mr. Marocco serves as the U.S Department of State’s Deputy Assistant Secretary and Senior Bureau Official for the Bureau of Conflict and Stabilization Operations (CSO). Before assuming his current position, he oversaw the bureau’s Europe and Eurasian, Near Eastern, Western Hemisphere Affairs and Analysis, Planning, Programs and Learning office. He oversees CSO’s leadership on atrocities prevention, including the Atrocities Prevention Board, an interagency committee consisting of U.S. officials from the National Security Council, the Departments of State, Defense, Justice, the intelligence community, and others.
Prior to joining the Bureau, Mr. Marocco served as an advisor to several U.S. Government security programs in conflict zones. He has served in the defense and security sectors for twenty years, after first serving in the Marines. He has led transitional government security teams in Afghanistan, Iraq, and Haiti, as well as expeditionary logistics, humanitarian and election monitoring programs globally. Mr. Marocco also served as the Director of Operations for a private fund overseeing resettlement, security screening and logistics for various humanitarian programs. He is a founding member of a public-private partnership between CSO, civil society, and private sector entities with interest in fragile states and stabilization. Mr. Marocco earned a Masters in international human rights law from the University of Oxford.

2018 Government Achievement Awardees:
Director, Diplomatic Security Contracts Division, Office of Acquisitions Management, Department of State
Sharon D. James began her career at the US Department of State in 1993 serving at the US mission in Ankara, Turkey. During her career, she has served US embassies in Burma, Turkey, Korea, Abidjan, and Chad. She was General Service Officer to the US mission in Abidjan Cote d’Ivoire from 1995-1997 where she took on the responsibility of the mission’s Chief Procurement and Housing Officer. In 2000, she joined the acquisition workforce within the Bureau of Administration’s Office of Acquisition Management where she worked in several branch chief positions.
While Sharon James served as Management Officer to the US mission in N’Djamena Chad between 2005-2007, she spearheaded the evacuation of the mission personnel during a rebel attack and received recognition as the runner-up to the recipient of the Department’s award for management excellence.
Today she serves as the Division Director of the Diplomatic Security Contracts Division supporting the Bureau of Diplomatic Security’s mission to provide a safe and secure environment for the conduct of US foreign policy around the world. She is a level III certified contracting professional at the State Department and has unlimited contracting authority.
She has a Master’s degree Management Studies and earned certification in Government Contracting at the University of Maryland, University College.
Director, Strategic Integration, Office of the Secretary of Defense for Program Support, Department of Defense
As the US Department of Defense Director of Strategic Integration, Kevin Doxey advises senior leaders on matters pertaining to the support of Geographic Combatant Commanders (GCCs) contingency management. He also is responsible for ensuring a smooth transition of Department of Defense (DoD) logistical support functions to the Department of State in Iraq; and developing a whole of government approach to partner with Department of State to influence and shape the formation of strategic logistics plans in Afghanistan.
With more than 32 years of experience at DoD, Kevin Doxey has served in both civilian and military assignments, including the Senior Military Advisor to Chairman, Defense Business Board where he helped DoD obtain a business perspective on national security matters from private sector leaders.
He also served as the Military Advisor to the Deputy Under Secretary of Defense for Logistics and Materiel Readiness, and was the direct liaison with the Military Services, Joint Staff, Combatant Commands. At the operational level, he served as the Deputy Assistant Director for Afghanistan, in the Strategy, Plans and Policy Directorate of the United States Central Command.
Kevin Doxey has a Master’s degree in National Security Strategy from the National War College, National Defense University and an undergraduate degree in Environmental Science from Southampton College.
2018 Lifetime Awardees:
Vice President, Business Development - MSA Security
With over two and a half decades of experience, Gerald Goss currently serves as the Vice President of Business Development as a part of the executive management team for MSA Security, an industry leader in high consequence threat protection and specialized training for corporate and government clients.
Before joining MSA Security, Gerald served on Triple Canopy’s executive management team as vice president of business development and brought a balanced mix of government, law enforcement and business entrepreneurial leadership skills while directing Triple Canopy’s commercial, defense and law enforcement business development initiatives. Prior to re-joining Triple Canopy in 2012, Gerald instituted over four and a half years of best practices while serving in the roles of deputy program director and operations manager in support of intelligence, asymmetric warfare and counter narcoterrorism programs at TASC/ Northrop Grumman. During this time, he led multiple programs and captured new business while providing oversight to a wide array of global mission support IDIQ contracts and task orders related to CENTCOM, NORTHCOM, AFRICOM and SOUTHCOM initiatives.
Gerald has worked with and provided support to a large network of defense, intelligence, law enforcement and industry-wide professionals in addition to having firsthand experience managing programs and leading teams on the ground in Iraq, Afghanistan, Honduras and other locations. Gerald has also served as a certified law enforcement officer and completed Cornell University’s High Performance and Executive Leadership programs. He previously attended the Department of Energy (DOE) Nonproliferation and National Security Institute (NNSI) supporting various security-oriented initiatives for a large prime contractor at DOE and is an honorably discharged veteran of the United States Marine Corps.
Gerald was elected to the ISOA Board of Directors in 2014 where he served as Vice Chairman. In 2015 he was appointed by the Board as Chairman where he served two Consecutive Terms. In October 2017 Gerald transitioned to the ISOA Advisory Council

Pete Dordal, Jr, is the President of GardaWorld Federal Services. He is an accomplished security management professional and business leader with over 35 years of experience gained in the U.S. military, private and public security, the intelligence community and entrepreneurial commercial endeavors. He’s been a senior executive at GardaWorld since 2008, having served in a number of progressive operational and leadership roles.
Pete joined GardaWorld from service with a select US government agency, where he provided highly specialized risk management services supporting the Global War on Terror. Earlier, Pete was the Director of Corporate Security at SPX Corporation, a multi-industrial Fortune 500 company, where he oversaw the security and risk management of 24,000 employees operating in 23 countries. In a dual-role he was also the President of SPX Security & Investigations, a commercial business unit that provided a range of security and investigative services to global corporate customers, the US government and other friendly foreign nations. In 1995, Pete founded The Potomac Group & Associates (PG&A), a boutique international security firm he grew to a multi-million dollar business and sold five years later to SPX Corporation.
He entered the private security industry in 1989 with Vance International, the premier executive protection and high-end security consultancy of its time. His professional career began in 1981 with his enlistment in the U.S. Marine Corps, serving eight years in special operations and training.
Pete has a Master’s Degree in Business from the McColl Graduate School of Business, and a degree in Security Administration. He is also a graduate of the Harvard Kennedy School of Government International Security Program. Pete sits on the boards of the US Libya Business Association (USLBA), Executive Security International (ESI), the Investigative Management Group and the US-Kurdistan Business Council (USKBC). He is also a member of the International Stability Operations Association (ISOA) Advisory Council.

Deputy Assistant Secretary of Defense
Deputy Assistant Secretary of Defense for Program Support Gary J. Motsek serves as the principal advisor to senior leaders within the Office of the Secretary of Defense (OSD) on matters pertaining to Operational Contract Support (OCS), contingency program management, policy, support to Geographic Combatant Commands, excluding TRANSCOM.
He advises on efforts to promote military effectiveness, interagency cooperation, efficiency, economy, and standardization. He is responsible for developing and maintaining a comprehensive policy framework and program support governing logistical and support operations, contractor planning, management and execution during combat, humanitarian, and disaster relief operations. He also is responsible for developing and publishing federal regulations regarding the use of Private Security Contractors (PSCs) in overseas operations.

As the Director of Office of Acquisitions Management, one of three Offices in the US Department of State’s Office of Logistics Management, Cathy Read is the lead executive responsible for the management, administration, and oversight of the Department’s acquisitions, international assistance, strategic sourcing, and competitive sourcing programs—totaling more than $8 billion in annual acquisitions

Mr. Brooks advocates for effective utilization of private sector services in fragile environments and is a specialist in African security issues. He has written extensively on the regulation and constructive uses of the private sector for international stabilization, peacekeeping, and humanitarian missions.
Mr. Brooks has testified before the U.S. Congress, South African Parliament, appeared on numerous TV and radio programs including the BBC, CBS News, NBC News, Fox News, CNN International, National Public Radio, Voice of America, SABC in South Africa and the Lehrer News Hour. Mr. Brooks has been an Adjunct Faculty member at American University and an Academic Fellow and Research Associate with the South African Institute of International Affairs (SAIIA), Johannesburg He has also lectured at Georgetown University, and Inter-American Defense College at Ft. McNair.
