Small/Large Business Topic Forum Webinar - Doing Business with Fluor Government Group

During this session, Fluor professionals will discuss their subcontracting program, current and short-term requirements, and how small businesses can get effectively engaged. We plan to convey key qualities we look for in subcontractors, the prequalification process and our bid management/award process.
The Fluor panel includes Jayne Carson (Business Development Senior Director), Dan Johnson (Subcontracts Director, Defense Business Line) and Debbie Sampson (Small Business Liaison Officer).


Debra Sampson
Small Business Liaison Officer

Debra Sampson is the Small Business Liaison (SBLO) for Fluor Government Group (FGG).  In this role, she ensures that FGG’s Small Business Program complies with the Federal Acquisition Regulation (FAR), other applicable law, and company policies and guidelines. Her “open door” policy provides all interested small businesses the opportunity to present their capabilities and experience. Her oversight has resulted in over $1.9 billion dollars awarded to small businesses during the last three years, which equates to 57% of all dollars awarded to U.S. companies.

Debra’s responsibilities include developing subcontracting plans for Federal Agency contracts, and monitoring the execution of these plans. She ensures that US small businesses receive an equitable opportunity to compete to the maximum extent possible on federal government contracts, operating an “open door” policy that provides all interested small businesses the opportunity to present their capabilities and experience to the Small Business Program staff.  She prepares small business performance data for periodic review by FGG project and senior management teams, analyzing trends and providing guidance as necessary to achieve small business goals.

Debra initially joined Fluor in 2002, where she worked in Subcontracts for a commercial project. In 2005, she joined Fluor’s Government Group in Subcontracts, where she assumed additional responsibility for small business initiatives. Debra was assigned full-time to the FGG Small Business Program and appointed SBLO in 2009.  

Debra has a Bachelor of Science degree in Business Administration from Louisiana State University. Prior to Debra’s employment with Fluor, she worked in government relations and strategic planning in the healthcare industry. Active in community organizations, one of Debra’s passions is working with organizations that foster the growth and development of small and diverse companies. 

Dan Johnson
Director of Subcontracts
Fluor Government Group

An experienced Supply Chain professional, Dan has worked across the Government and Commercial space in a number of different roles from distribution, logistics, to the prime contractor. Supply Chain is Dan’s passion and he enjoys any opportunity to discuss better ways to execute this business-critical discipline. In his current role as Director of Subcontracts for Fluor’s DEFENSE Group, he is looking to put together a coalition of strategic service providers to support Fluor’s growth strategy in the Defense Market. 2020 Through 2021 will be an exciting year for Dan and Fluor DEFENSE as they start LOGCAP 5 and chase a number of emerging opportunities in this challenging and exciting business sector.

Jayne Carson (Colonel, USA, Ret) is part of the Fluor Government Group Sales team and has responsibilities for business development with the Department of Defense, FEMA, and the Department of State.  She joined Fluor in March of 2012.  Prior to joining Fluor, she was the Account Manager for Army Logistics at SRA, International.
