Request for Information: DeCA Commissary Inventory Support

The Defense Commissary Agency (DeCA) is searching for companies in Europe that are qualified and capable to conduct inventories of the agency’s stores (“commissaries”).

The project is to be executed in April 2025 and covers 33 commissaries on US Government installations across Europe and the Near East. The contract is anticipated to include one, one-year option to extend the term of the contract supporting subsequent annual inventories. Fundamental requirement for contract eligibility is the service provider’s active registration in the System for Award Management database (accessible via https://sam.gov).

Contractors are desired to have at least three years of experience of performing recurring inventories for the grocery or retail industry and assigned supervising personnel shall have a minimum of two years’ experience managing inventory teams. Contractors are responsible for furnishing all equipment and software required for the inventory and for providing real-time tracking capability of the inventories progress.

Obtaining access privileges for their personnel to the respective US Government installations is the sole responsibility of the contractor. Similarly, they are to ensure compliance with all applicable host-nation laws and make potentially required travel and lodging arrangements to include visas or additional insurance as necessary.

For additional information please refer to the attached Statement of Work, schedule, and associated exhibits. For your further consideration and response, kindly request that you address the following questions as appropriate:

  • Do you require additional information on the provided documents or beyond that to be able to provide a definitive response?
  • In view of the scheduling close to the Easter holidays, do you anticipate problems with regard to personnel availability? And if so, are there remedies?
  • Do you deem visiting a commissary to obtain a first-hand impression essential for your determination?
  • Has your company experience in conducting inventories but just hasn’t conducted one in the area of grocery store operations yet? If so, please describe the nature and scope of these inventories.

If your company is qualified, interested, and capable to provide the requested services in one or more of the mentioned locations, please submit written information to this effect with cogent detail (including your company’s Unique Entity ID and NCAGE code) but not to exceed 3 pages no later than 4 November 2024. If an extension of this suspense is required, please let us know and advise on the anticipated response date.
