Africa Security Update: Conflicts and COVID-19

This will be a two part presentation.  Dr. Mills will provide insight on the changing in conflicts in Africa, focusing on their potential direction and what the likely commercial and international response will be in the future. What kind of international resources will be directed at these conflicts? Do we expect long term international missions to expand or contract? Who are likely to be key clients for industry services?  Linda Poteat, a health specialist who works with NGOs and the United Nations, will consider the effects of COVID-19 on Africa, what is the likely trajectory, how are African countries going to cope with the virus, and what are the long-term implications.

Changes Required for DoD’s Office of Sustainment

Congress directed the reorganization of the Office of the Secretary of Defense to provide greater focus to acquisition and sustainment functions, including legislation that authorized new program management and contracting processes for the acquisition side.  However, changes to the sustainment, historically 2/3rds of the lifecycle costs, have been largely ignored, as have support to contingency operations (where time of response is especially critical).  What legislative proposals should be presented to the Congress to permit support contractors to be more responsive and successful, such such issues as contracting processes, vendor vetting, risk management, indemnification, and personnel immunities?  Should Congress direct similar changes to other government agencies, particularly to the Department of State and to the US Agency for International Development (USAID)?
