Recovery Field Coordinator, Administration for Strategic Preparedness and Response

CAPT Ed Cua currently serves as a Supervisory Recovery Field Coordinator within the Administration for Strategic Preparedness and Response (ASPR) Office of Community Mitigation and Recovery. He is currently deployed to the Socal wildfires Recovery mission (DR-4856 CA). CAPT Cua recently completed a Detail as the Behavioral Health Lead for ASPR, representing over 5000 personnel during all phases of disaster preparedness, response and recovery. CAPT Cua has served with ASPR since 2019, as a Regional Emergency Coordinator in Region 9 where his responsibilities included Preparedness and Response for HI, Guam, American Samoa and CNMI. He has served on deployments for the COVID-19 response in a variety of leadership and response capacities in the following: CA, AZ, HI, Guam, Palau, CNMI and Navajo Nation. CAPT Cua also served as HHS/ASPR Liaison to US Indo-Pacific Command, representing HHS equities in the INDOPACOM Area of Responsibility to the other services and partner and ally nations. Prior to joining ASPR, he served as Clinical Psychologist for the Dept of Justice-Bureau of Prisons and with the DoD-Army. CAPT Cua has been with the Commissioned Corps of the US Public Health Service for 14 yrs.
