Deputy Program Director, Logistics Civil Augmentation Program (LOGCAP), EUCOM

Mr. Norris serves as the Deputy Program Director for the Logistics Civil Augmentation Program (LOGCAP) within the United States European Command (EUCOM). In this capacity, he oversees the strategic employment of the LOGCAP contract to support a range of tactical, operational, and strategic missions across the EUCOM Area of Responsibility. His recent contributions include critical support for COVID-19 operations, Operation Enduring Welcome (EW), and various activities throughout Eastern Europe.

With over 20 years of distinguished logistics experience, Mr. Norris has served the U.S. Army in military, contractor, and civilian roles. His leadership, management, and staff expertise span multiple echelons of the operational Army across the continental United States (CONUS), Europe, the Middle East, and the Pacific. Notably, his career includes five years of dedicated experience with the LOGCAP program, demonstrating his commitment to operational excellence.

  • Level III Certification in Life Cycle Logistics
