David Gragan

Chief Strategy Officer - State and Local Government, Pope International/ Pope Universal Corporation

David Gragan is the Chief Strategy Officer, State and Local Government for Pope International. He has a rich background in executive leadership positions in the government, business, and non-profit sectors. As the senior procurement official in state, local, and federal government agencies, he served as procurement director for the City of Washington DC, the states of Texas and Indiana, and the federal Consumer Financial Protection Bureau. David has also worked in the private sector as a senior leader for Oracle, CGI, and Accenture supporting state and local governments on procurement transformation and modernization. He has served on numerous governing boards and chaired the boards of the National Association of State Procurement Officials (NASPO) and the Universal Public Procurement Certification Council. David is a Fellow of the National Academy of Public Administration as well as of the National Contract Management Association. He is a graduate of the University of Southern California and of the United States Air Force Academy and served as an officer in the United States Marine Corps.
