LCDR Luis Luy
Director of the Regional Contracting Department, NAVSUP Fleet Logistics Center Pearl Harbor
Lieutenant Commander Luis Luy serves as Director of the Regional Contracting Department at NAVSUP Fleet Logistics Center Pearl Harbor, where he supports Indo-Pacific logistics and sustainment operations. He is a graduate of the U.S. Naval Academy and holds a Master of Business Administration from New York University’s Stern School of Business. His operational experience includes two Western Pacific deployments aboard USS HOUSTON (SSN 713) and participation in major exercises, including Rim of the Pacific, while serving aboard USS CARL VINSON (CVN 70). Ashore, LCDR Luy held business roles supporting the COLUMBIA Class Submarine Program and Naval Reactors, contributing to the oversight of new construction and in-service submarine portfolios, as well as initiatives related to the nuclear shipbuilding industrial base. His experience spans contracting, financial oversight, and supply chain management.
