Please join us on May 15 & 16 for ISOA’s third annual Indo-Pacific Conference. This year the Conference will focus on the critical role of public-private partnerships in strengthening defenses to prevent conflict and support national security.

The Indo-Pacific Region continues to hold the potential for conflict, and we are preparing now to deal effectively with the unique challenges we and our allies and partners face there. Importantly, the U.S. must continue to lead against China’s continued saber-rattling with their threats to invade Taiwan and press their unfounded territorial claims elsewhere in the region. Bolstering our defenses, capabilities, and resources in the Indo-Pacific is essential to preventing conflict in that region.

ISOA companies are well-poised to play a role in helping create and solidify public/private partnerships to be successful in this mission.

RADM Sean P. Regan

Commander, Fourteenth Coast Guard District
Rear Admiral Sean P. Regan assumed command of the United States Coast Guard District 14 in June 2024. As the District 14 Commander, he is responsible for all Coast Guard operations in the central Pacific, western Pacific, and Oceania regions. Previously, he was the Director of Training, Exercise, and Wargaming for the North American Aerospace Command (NORAD) and USNORTHCOM and the Deputy Director of Operations at United States Northern Command (USNORTHCOM). A Direct Commission graduate of the Massachusetts Maritime Academy and the first USCG Flag Officer from a Merchant Marine school in decades, he offers strategic and operational expertise at all levels, including national leadership during historic events. His experience spans military operations, domestic and international crisis response, and international engagements across AFRICOM, SOUTHCOM, NORTHCOM, CENTCOM, INDOPACOM, the Atlantic Arctic, and Oceania. RADM Regan is a fellow of the Council on Foreign Relations and served as Chief of Staff, Coast Guard Atlantic Area overseeing five subordinate District Commands, and 49 operational Coast Guard units. He also served as the Chief of Operations for Atlantic Area from 2016 to 2019 coordinating operational and policy support for two-thirds of all Coast Guard efforts world-wide. In 2004, he commanded the Maritime Safety and Security Team, New Orleans where, during Hurricane Katrina’s massive urban search and rescue effort, he led over 400 security and search and rescue forces. In 2006, he earned a Master of Arts in Military Science from the U.S. Marine Corps Command and Staff College. In 2007, he managed Maritime Homeland Security policy in the Coast Guard’s Office of Counterterrorism and Defense Operations as a Commander. From 2009 to 2011, he served on the President’s National Security Staff as Director, Maritime Security Policy and Director, Arctic Region Policy advising on piracy, Arctic oil drilling, mass migration, the Fukushima nuclear release, and maritime security policy. In 2011, he earned a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College. From 2012 through 2014, he served as Deputy Sector Commander, Sector Southeast New England leading more than 150 Coast Guard members and six patrol boats across nearly every Coast Guard mission. In 2014, he commanded the Maritime Security Response Team (MSRT), the Coast Guard’s east coast maritime law enforcement counter-terrorism unit supporting National Security Special Events and Caribbean and U.S. Central Command, Bahrain deployments. RADM Regan’s awards include two Defense Superior Service Medals, two Legion of Merits, five Meritorious Service Medals, the Coast Guard Commendation Medal, and two Coast Guard Achievement Medals.

Chris Decker, President and Founder of Planate Management Group, also serves on the ISOA Board as Vice Chairman. Mr. Decker has over 30 years of military and civilian installation management experience while in uniform, as a senior government civilian, and as a contractor. Since 2007, he has led a diverse team of technical experts experienced in working in some of the most complex and difficult environments worldwide. He and his team of experts provide planning, design, construction, and professional services solutions for clients across the globe. Mr Decker's experience in facilities management and acquisition while serving as a US Navy Civil Engineer Corps Officer/SEABEE culminated in becoming the US Navy's first Public Safety Director and principal resourcing sponsor for a $9 billion program installation for combating terrorism following September 11, 2001. Mr Decker has spent a considerable amount of time in Central Asia, North Africa, Southwest Asia, and Eastern Europe working closely through synergistic relationships with businesses and institutions performing engineering, construction, logistics, security, and related services. Mr Decker is the President and Founder of Worldwide B2B Services which provides individualized partnering and consultation services to other business in the federal space. Mr Decker is the Principal Officer and founder of the Navy Safe Harbor Foundation (NSHF) and Fashion for Fighters Foundation (FFF).

Commanding General, 2nd Infantry Division (ROK/US Combined Division)
Major General Lombardo was commissioned as an Armor Officer from Southwest Missouri State University. He began his career with the 2nd Armored Division at Fort Hood, Texas, serving in multiple leadership positions. His key assignments include the 3rd Armored Cavalry Regiment, JMRC in Hohenfels, serving as the Aide-de-Camp and Special Assistant to the TRADOC Commanding General, and the 1st Brigade, 1st Cavalry Division, where he deployed to Baghdad during OIF 06-08. MG Lombardo commanded the 2nd Squadron, 1st Cavalry Regiment at JBLM and in Zabul, Afghanistan, and later commanded the 2nd Brigade Combat Team, 1st Armored Division at Fort Bliss, deploying the brigade to Iraq and Syria. He also served as the 26th Commander of Operations Group at the National Training Center. His joint and strategic-level assignments include serving as the Executive Officer to the Allied Land Commander (NATO) in Turkey, Deputy Commanding General – Training at the Combined Arms Center, and Director of Training, HQDA G-3/5/7. He received his BA in Industrial and Organizational Psychology from Missouri State University, holds two master’s degrees, and is a graduate of SAMS. MG Lombardo has been married to Kristy, from Hollister, Missouri for 23 years, and they have two wonderful daughters, Presley and Vivian.

Vice President, Strategic Outreach, Fluor Mission Solutions
LTG Mick Bednarek (U.S. Army, Retired) is the Vice President of Strategic Outreach for Fluor Mission Solutions and also serves as the Chairman of the ISOA Board. As such, he directs the Group's DEFENSE business line providing scalable, rapid response contingency logistics, life support services, and construction for military, humanitarian, and disaster-response missions worldwide. Presently, he directs projects in fifteen countries under various U.S. Government contracts, including the Logistics Civil Augmentation Program (LOGCAP), Air Force Contract Augmentation Program (AFCAP), Professional Technical Services, and Operations & Maintenance (O&M) requirements. Mick joined Fluor Corporation in September 2017 as the Mission Solutions Director of LOGCAP Afghanistan until selected for his current position in November 2018. In that role, he led Fluor's LOGCAP team of over 6,500 personnel providing logistics, life support services, and operations & maintenance support to U.S. military forces operating at eleven sites throughout northern Afghanistan. LTG Bednarek retired from the U.S. Army in 2015 after nearly 40 years of military service. For his last military assignment, he served 26 months as the Senior Defense Official in Iraq and Chief of the Office of Security Cooperation in Baghdad. Mick has served in a wide variety of senior command and staff positions in the United States, Middle East, Europe, and the Pacific. He has commanded at every echelon, from company to Army level, including the 25th Infantry Division, Schofield Barracks Hawaii, and Commanding General, First Army, Rock Island, Illinois. His military education includes the U.S. Army Command and General Staff College, U.S. Army War College, and multiple senior level executive development courses in strategic planning, personnel management, and organizational design. Prior to joining Fluor, Mick consulted in strategic leadership development and values-based business performance solutions for several corporate businesses and not for profit organizations ranging from foreign policy think tanks to defense contracting. He also served as a Highly-Qualified Expert – Senior Mentor for the Department of Defense Joint Staff strategic leader advanced education programs. Mr. Bednarek holds a M.S. in Personnel Management from Troy State University and a B.S. in Biology from Old Dominion University.

Sam Floyd is a global strategic sourcing executive and a retired Lieutenant Colonel, U.S. Army, bringing a unique blend of military leadership experience and private sector expertise. He is a strategic leader with a proven track record of driving transformative change and measurable business impact across global supply chain organizations within multinational corporations. He is renowned for working capital improvements, driving operational excellence, and accelerating business transformation through the strategic alignment of all departments and stakeholders. Among his many leadership and executive roles, Sam served as Vice President of Business Development for Ecolog International, Vice President and General Manager for ACCL International, Senior Director of Strategy and Program Management for enVista, Vice President of Supply Chain, Logistics Business Line & Contingency Operations for DynCorp, and Military Aide to the President for the United States Army. During his tenure with these organizations, Sam notably managed global sourcing and procurement in 16 countries, executing $1B in awarded contracts oversaw a $35M Iraq HRMS contract with deliverables over 3 years, led an international procurement team that won $1.2B in large government contracts, negotiated 108 critical subcontracts valued at $350M for DynCorp International, and negotiated over $13M in cost savings through service agreement negotiations. John Freeman

John P. Freeman is a seasoned logistics and operations expert with an extensive career spanning 40 years of military service and civilian leadership roles. Upon retiring from the U.S. Army in 2017, Mr. Freeman transitioned into a Department of the Army civilian role, where he held multiple senior supervisory logistical positions leading large-scale maintenance, supply, and logistics operations in both garrison and hostile environments. Currently John is Director - Operations for AMENTUM. Mr. Freeman holds a master’s degree in Reverse Logistics, a Bachelor of Science in Transportation and Logistics from American Military University, and an Associate Degree in Applied Science from Central Texas Community College. His professional education includes an International Executive Certificate from the John F. Kennedy School of Government at Harvard, Executive Certificate Strategic Supply Chain Management from Penn State University, is PMP certified and has attended various military-sponsored education programs, including the Senior Civilian Staff College at Fort Leavenworth. John is an active member of multiple professional and veteran organizations, including Wounded Warriors in Action, the Purple Heart Foundation, and the Association of the United States Army. An Eagle Scout with the Boy Scouts of America, Mr. Freeman continues to embody leadership, excellence, and service.
Jim Edwards

Jim Edwards leads SOS International LLC’s (SOSi) growth organization and is responsible for developing customer relationships and winning new business within the defense, intelligence, and federal civilian markets. He has supported the United States’ national security for four decades as an industry executive, soldier, and civil servant. Previously, Jim held senior executive positions in the growth organization at Perspecta (now Peraton) and DynCorp (now Amentum). Jim began his career as an Army officer and retired after 27 years of service, including wartime tours in Afghanistan, Iraq, Kuwait, and Saudi Arabia. His final assignment was the chief operations officer (G3) of the XVIII Airborne Corps. Jim’s civil service includes various assignments within the Intelligence Community. He holds a Bachelor of Science degree in Commerce from the University of Virginia and master’s degrees in Business Administration, Strategic Intelligence, Military Operational Art, and National Security Studies.

Chris was commissioned through the Army’s Green to Gold Program and served in a variety of leadership and staff positions during in his 34 year active duty military career before retiring as a Colonel. Colonel John M. Barry is the Chief, Global Bulk Fuel Division, Strategic Plans, Policy, and Logistics Directorate, Headquarters U.S. Transportation Command, Scott Air Force Base, Illinois. He leads 44 joint personnel to synchronize global bulk fuel planning, posture, operations, and capabilities development for the Department of Defense’s 11.7-billion-dollar Joint Petroleum Enterprise. He collaborates with Joint Staff and U.S. government agencies to develop multi-modal distribution solutions to operationalize a 2.2-billion-gallon inventory and provide bulk fuel command and control and global prioritization for the Joint Force during all phases of competition, crisis, and conflict. Col Barry entered the Air Force in 2003 as a graduate of the U.S. Air Force Academy. He is a career Aircraft Maintenance Officer, a graduate/instructor at the U.S. Air Force Advanced Maintenance and Munitions Operations School, AFIT Master’s degree graduate, National War College graduate, and served in a variety of duties maintaining C-17A, A-10C, MQ-1B, MQ-9A, MC-12W, U-28A, HH-60G, RQ-170, B-52H, and multiple variants of the C-130 aircraft. Col Barry has deployed numerous times in direct support of Operations DEEP FREEZE, IRAQI FREEDOM, ENDURING FREEDOM, FREEDOM’S SENTINEL, and INHERENT RESOLVE. Additionally, Col Barry has served three squadron command tours. Prior to his current assignment, he was the Senior Executive Officer and Chief of Readiness and Logistics, Legislative Liaison, where he was a key link between Congress and Headquarters, U.S. Air Force.

Brian is the Director of our Indo-Pacific Programs (Modernization and Training Business Line) and provides executive programmatic support to U.S. Indo-Pacific Command (USINDOPACOM), U.S. Army Pacific (USARPAC), U.S. Pacific Fleet (PACFLT), U.S. Pacific Air Forces (PACAF), U.S. Marine Corps Forces Pacific (MARFORPAC), U.S. Special Operations Command Pacific (SOCPAC) and Joint Inter-Agency Task Force West (JIATF-W), while overseeing 300+ contractor staff located on the island of Oahu and the Republic of Korea. He also serves as the Program Executive for the $441M Indo-Pacific Command (INDOPACOM) Technology, Experimentation, Analysis, and Management Services (ITEAMS) Contract (GSA/AAS Defense). Most recently, Brian served as the PM for the $160M Indo-Pacific Command Innovation and Experimentation Support Services (IPIESS) Contract (GSA/FEDSIM) and the Amentum supervisor for approximately 100 Amentum staff located at Camp H.M. Smith, Hawaii as well as support to the Component commands. Additionally, Brian provided program management support to USINDOPACOM (J8) and subject matter expert (SME) support to USINDOPACOM (J36) and (J81) as a Maritime Fires/Ballistic Missile Defense SME. In USINDOPACOM (J36), Brian was charged with assessing short-term enemy missile capabilities and the U.S. missile defense deployment plans to counter the evolving threat, as well as the strength of the proposed missile defense force and its ability to function effectively under various operational scenarios. Brian also served as the lead planner for Maritime Fires/Domain for all Warfighting Lab Incentive Fund projects; his efforts focused specifically on developing potential solutions to increase mission effectiveness in Anti-Submarine Warfare (ASW), Surface Warfare (SUW), Under-Sea Warfare (USW), and Mine Warfare Sensor Research, Experimentation, and Assessment. Prior to joining Amentum, Brian enlisted in the United States Navy at the age of 17 and would go on to serve 27 years and subsequently retire as a career Surface Warfare Officer. During his nearly three (3) decades of active military service, Brian sailed on seven (7) ships of the line – homeported in Norfolk, VA, San Diego, CA, Singapore, SG, and Pearl Harbor, HI. Brian deployed over a dozen times, multiple times in Second, Third, Fourth, Fifth, Sixth, and Seventh Fleets, and supported NATO's Standing Naval Forces Atlantic and Operations IRAQI FREEDOM and ENDURING FREEDOM. Proud Fact: During Brian’s tour onboard USS KEARSARGE (LHD 3), he deployed to the Mediterranean to support U.S. operations in Bosnia Herzegovina, including the rescue of Air Force Pilot Capt Scott O'Grady and to West Africa in defense of the American Embassy in Sierra Leone as part of Operation ASSURED RESPONSE. Brian holds a Bachelor of Arts in Sociology from Norfolk State University (HBCU), completed Joint Professional Military Education (JPME) Phase I, and a Master's in Military Art and Science from the Command and General Staff College (CGSC) at Fort Leavenworth, KS and has completed a Master of Arts in National Security Studies with a concentration in Terrorism from American Military University. While at CGSC, Brian also completed all requirements for the Joint Operational Planner - Additional Skill Identifier (ASI). Brian is a member of the Navy League of the U.S. Honolulu Council, the Chamber of Commerce Hawai’i, Hawaii Military Affairs Council (Executive Committee) and the Armed Forces Communications and Electronics Association (AFCEA). He also holds a Project Management Professional (PMP) Certification (2023).

Steve Roughsedge leads the Theatre Supply Chain business unit within the Government and Defence Division of Toll Group, enabling Australia and New Zealand Defence and government agencies by providing a wide range of complex logistics effects. Steve first joined Toll in 2008 and led programs resulting in provision of expeditionary logistics support to the ADF in East Timor, to the Solomon Islands, to the United Nations in Central Africa, and many other key enabling logistics programs for the Australian government. Prior to rejoining Toll in 2020 Steve consulted to the Australian Defence Force Joint Logistics Command, and to the ADF Acquisition and Sustainment Group, helping resolve strategic logistics issues, and enabling Defence delivery programs. Supported by an expansionary posture within the Toll Group, Steve is leading an ambitious strategy to leverage the full scope of Toll’s extensive capabilities, assets and experience to provide resilient supply chain support to defence focussed organisations throughout the IndoPacific region. Captain Brown is a native of Slidell, Louisiana and a 1999 graduate of Northwestern State University of Louisiana where he earned a Bachelor of Science in Business Administration. Following commissioning through Officer Candidate School, he completed Supply Officer training at the Navy Supply Corps School in Athens, Georgia. He earned an MBA from Seattle University through the Supply Corps’ 810 Postgraduate Education Program and attended The Ross School of Business Executive Development Program at The University of Michigan. His operational assignments include Disbursing and Sales Officer, USS John S. McCain (DDG-56), Forward Deployed in Yokosuka, Japan; Supply Officer, USS Donald Cook (DDG-75), in Norfolk, Virginia; and Commanding Officer, Explosive Ordnance Disposal Expeditionary Support Unit ONE, in Coronado, California. He has also been awarded the Saint Christopher Medal for esteemed Transporters and is a member of the Royal Order of Saint Christopher. Additionally, Captain Brown is the recipient of the 2017 Lieutenant General John D. Bruen Award for SDDC Field Grade Officer of the Year.

Glenn Goddard has over 40 years of experience in design, construction, and management of major projects including DOD, development, high-rise, airfield, and petrochemical arenas. He currently serves as the lead for Ukrainian assistance and reconstruction with Parsons. Prior to that he was the Program Director, at the China Lake Earthquake Recovery Program, a $3.9B effort to return the China Lake Naval Air Station to full functionality after suffering a 7.1 magnitude earthquake in 2019. From 2018 to 2020 BG Goddard served on active duty with the Army as the Deputy Director for Military Programs at the U.S. Army Corps of Engineers HQ and the National Program Manager for the Southwest Border Infrastructure Program. This $15B program involved almost 500 USACE employees and thousands of contractor personnel to meet a highly aggressive national security program where he briefed the SECDEF, Congress and the White House regularly. Goddard earned a B.S. in Civil Engineering from the University of the Pacific, an M.S. in Engineering Systems Management from Texas A&M, and an M.S. in Strategic Studies from the U.S. Army War College. He is a licensed Professional Engineer (PE) in California and is a certified Project Management Professional (PMP). He retired as a Brigadier General in the Army Reserve with over 35 years of service and was awarded the Defense Service Medal, Legion of Merit, and Bronze Star Medal with Oak Leal Cluster, Sapper Tab, and Parachutist Badge.

Colonel Christopher W. Crary assumed duties as the Deputy Division Commander for the Pacific Ocean Division (POD), U.S. Army Corps of Engineers (USACE) on Aug. 1, 2022. The Division’s mission includes engineering design, construction and real estate management for the Army in Hawaii, Army and Air Force in Alaska, and for all Department of Defense agencies in Japan, the Republic of Korea, and Kwajalein Atoll, Republic of the Marshall Islands. POD administers the Corps’ federal water resource development program and waters and wetlands regulatory programs in Alaska, Hawaii, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. POD also supports USINDOPACOM and U.S. Army Pacific’s theater security cooperation strategies, Humanitarian Assistance Program, and civil military emergency preparedness with projects throughout the Asia-Pacific region. Prior to joining POD, COL Crary was the Commander of the Far East District, USACE. He also served as the Engineer Division Chief and Chief of Engineering Operations, Plans, and Readiness for the J44 Engineer Division at USINDOPACOM and as the Commander for the Honolulu District, USACE.

Mr. Roland Moreau is a Vice President located in the Chesapeake, Virginia office of ECC. He is responsible for all business development activities and worldwide client account management for the US government clients. As a Senior Executive at ECC, Roland also takes on operational roles at complex Emergency Response sites, most recently at MacDill AFB after Hurricanes Helene/Milton. Prior to that he managed the Hurricane Florence three year rebuild contract awarded to ECC at Camp Lejeune. Prior to his current position, Mr. Moreau was employed by Shaw Environmental and Infrastructure, Inc. as a Vice President and the Infrastructure International Operations Manager. He was responsible for all international operations in the infrastructure business line, including Japan and Korea. Additionally, he was a Navy Account Manager, Program Manager for multiple contracts. At the time of his retirement from the Navy, Mr. Moreau was the Deputy Director of Environmental Programs, Naval Facilities Engineering Command. He joined the KBR Team in 2024 and is responsible for developing a Theater strategy for INDOPACOM and supporting global requirements with a focus on Contingency Support, Operations & Maintenance, Strategic Asset Management, Logistics, and Supply Chain Services. His experience and expertise in the INDOPACOM Theater assists the KBR leadership with focus areas for operations and presence throughout the Theater, and engagements with key military and civilian leaders. From 2017-2024, he worked in the commercial sector with DHL Express, Amazon, and V2X. Prior to his commercial career, David served in the U.S. Army as a transportation and logistics officer, retiring as a Colonel after 27 years of distinguished service. His assignments included: 10th Mountain Division, 8th Army (Korea), SDDC, 101st Airborne Division, ALCC – Heidelberg (NATO), US Army Pacific, and 8th Theater Sustainment Command. Kate Scanlon is a Solutions Architect for Fluor Corporation. She develops comprehensive logistics technical architecture, design, and blueprint solutions for Mission Solutions, National Security initiatives. She specializes in sustainment planning and execution in austere, remote, and contested operational environments, to include island-centric and special operations. A retired Colonel, with 28 years of service as a logistician, she has over 14 years in the Indo-Pacific theater. She has numerous years of experience as a senior Army and Joint operational and strategic planner at UNC/CFC/USFK (CJ3) and INDOPACOM Headquarters where she served as the Director Joint Logistics Operations Center (J43) and the Director, Joint Logistics Plans & Exercises (J46). She has held a variety of command and staff positions throughout her career culminating in her assignment as the TRADOC Capability Manager, Transportation (TCM-T). In that position, she developed, staffed, and processed Joint Capabilities, Integration and Development Systems (JCIDS) documents to overcome capability gaps, in the execution of Title 10 capability requirements and strategic planning guidance. These efforts led to identifying, developing and fielding of future ground and waterborne transportation capabilities and concepts in support of Joint and Army operational concepts, such as the Joint Light Tactical Vehicle (JLTV), the Maneuver Support Vessel – Light, Medium, and Heavy (MSV-L, MSV-M, MSV-H).

Lieutenant Commander Luis Luy serves as Director of the Regional Contracting Department at NAVSUP Fleet Logistics Center Pearl Harbor, where he supports Indo-Pacific logistics and sustainment operations. He is a graduate of the U.S. Naval Academy and holds a Master of Business Administration from New York University’s Stern School of Business. His operational experience includes two Western Pacific deployments aboard USS HOUSTON (SSN 713) and participation in major exercises, including Rim of the Pacific, while serving aboard USS CARL VINSON (CVN 70). Ashore, LCDR Luy held business roles supporting the COLUMBIA Class Submarine Program and Naval Reactors, contributing to the oversight of new construction and in-service submarine portfolios, as well as initiatives related to the nuclear shipbuilding industrial base. Recovery Field Coordinator, Administration for Strategic Preparedness and Response
CAPT Ed Cua currently serves as a Supervisory Recovery Field Coordinator within the Administration for Strategic Preparedness and Response (ASPR) Office of Community Mitigation and Recovery. He is currently deployed to the Socal wildfires Recovery mission (DR-4856 CA). CAPT Cua recently completed a Detail as the Behavioral Health Lead for ASPR, representing over 5000 personnel during all phases of disaster preparedness, response and recovery. CAPT Cua has served with ASPR since 2019, as a Regional Emergency Coordinator in Region 9 where his responsibilities included Preparedness and Response for HI, Guam, American Samoa and CNMI. He has served on deployments for the COVID-19 response in a variety of leadership and response capacities in the following: CA, AZ, HI, Guam, Palau, CNMI and Navajo Nation. CAPT Cua also served as HHS/ASPR Liaison to US Indo-Pacific Command, representing HHS equities in the INDOPACOM Area of Responsibility to the other services and partner and ally nations. Prior to joining ASPR, he served as Clinical Psychologist for the Dept of Justice-Bureau of Prisons and with the DoD-Army. CAPT Cua has been with the Commissioned Corps of the US Public Health Service for 14 yrs.

A senior healthcare executive with extensive clinical and operational background, Dr. Shusko has over 25 years of international medical leadership experience spanning many disciplines of medical activity including public health, occupational and environmental medicine, global health as well as preventative and family medicine. Prior to his current role, Dr. Shusko was the Chief Medical Officer for a large health insurance corporation where he sat on the executive team providing medical leadership in the management of health plans and oversaw Pharmaceutical Benefits, Health and Wellness, Population Health, Medical Management and Quality Management services for the organization. He retired as a Captain in the US Navy in 2020 and his 35 years of military service provided him with the opportunity to serve his patients in numerous roles spanning clinical, supervisory, policy and executive medicine services. Dr. Shusko has a Masters of Public Health from Harvard School of Public Health and is residency trained in both Occupational and Environmental Medicine as well as Family Medicine and is also Board Certified in General Preventive Medicine and Public Health, Lifestyle Medicine and Obesity Medicine.

Jon is the CEO of ReadyZoneHQ, a veteran owned small business based in Hawaii since 2013. He has over 30 years of emergency management experience leading emergency management projects conducting hundreds of workshops, training events and exercises throughout the U.S. and in a dozen countries to include support for the Department of State Consequence Management Program. He has taught courses and led workshops for senior military and civilian officials focused on humanitarian assistance and disaster response throughout the Indo-Pacific region to include in Japan, Cambodia, Nepal, Thailand and Bangladesh. He has completed hundreds of after-action reports focused on capturing critical lessons learned to improve efforts in the medical, law enforcement, emergency management and fire/hazardous materials fields for both civilian and military response communities. He is a certified emergency manager (CEM), the current president of Region 9 of the International Association of Emergency Managers (IAEM), a director on the board of the Emergency Management Professionals of Hawaii (EMP-HI), and an active volunteer leader with Team Rubicon, a veteran-led humanitarian organization that serves communities before, during, and after disasters.

Mr. Pete “Silverback” Ridilla serves as the Programs Director for the Pacific Ocean Division, U.S. Army Corps of Engineers. In this position he oversees a $3 billion annual design and construction program of military, environmental, host nation, civil works, and interagency and international service programs in Hawaii, Alaska, Japan, Korea, U.S. Territories, Pacific Nations and Asia. He works strategically with the Army, Air Force, Navy, Marine Corps, and the Host Nation governments of Japan and Korea to execute the Department of Defense Military Construction and Host Nation programs, to include the $10 billion Korea Transformation and the $12 billion Japan Defense Policy Review Initiative programs. For the Civil Works and interagency programs, he works strategically with federal, state, municipal, non-government organizations, and stakeholders to execute these programs in Alaska, Hawaii, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. Prior to being the Programs Director, Mr. Ridilla was the Joint Region Marianas Executive Director. He served as the senior civilian supervisor and higher-level reviewer for more than 400 Joint Staff personnel preparing for major combat operations within the Indo-Pacific Command’s Area of Responsibility. He provided direct support to over 29,000 personnel and dependents conducting operations on three major military installations during peace, disaster response and war. He was the Principal Advisor to the Senior Military Official on Regional Policy in Guam, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia and the Republic of Palau. He also directed strategic communications, critical engagements, and interactions with local, territorial, federal, and international delegations including Heads of State and senior government officials. He also worked for the National Science Foundation where Mr. Ridilla served as the lead engineer for the United States Antarctic Program’s three year round research stations and multiple seasonal field camps. During one of his deployments to Antarctica he was appointed as the Senior United States Representative Antarctica and was responsible for all US operations on the continent. Mr. Ridilla is a native of Brooklyn, Ohio and a graduate of the United States Air Force Academy where he earned a Bachelor of Science in Civil Engineering. He also holds a Master of Science in Engineering and Environmental Management from the Air Force Institute of Technology. He is a Registered Professional Engineer in the State of Florida.
